Januar 2014 (Achtung, Satire!) Die Grenzen innerhalb der EU sind offen. Bürger aus Bulgarien und Rumänien können nun zum Arbeiten nach Deutschland kommen und hier auch gegebenenfalls Sozialleistungen, wie Hartz IV, beantragen. Horst Seehofer, Prinz von Bayern (CSU), wittert möglichen Sozialbetrug. "Wer betrügt, der fliegt", so die klare Forderung aus München, die für heftig Streit innerhalb der Bundesregierung sorgt.
